So, I am currently in the F2b category - my father is my sponsor and he is a green card holder. I have been DQ'd and am in queue to interview at the Montreal consulate.  Since they're so backed up right now, I won't be getting one anytime soon I think.

My father will be a U.S. citizen soon - he got his biometrics done yesterday on Feb 24, 2021. He now awaits his interview and oath  ceremony. As soon as this is done, should I apply to transfer to the F1 category? Will it be quicker?

F2B has actually generally been faster than F1 in recent years and most people therefore choose the option to retain F2B. FYI for March 2020, F2B is current to 22 Jul 2015 and F1 only to 22 Sep 2014 (all countries other than Mexico and Philippines).  https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2021/visa-bulletin-for-march-2021.html

So you are current for F2B next month but would not be for F1, so definitely zero reason to change.

FO is the uscis field office that has jurisdiction over your father’s place of residence. Each office does its own processing so some are fast (a few months), some are slow (say 6-12 months), and some are very very slow (over a year).

Ok that makes sense. I wonder why it's slower for children of US citizens

The speed of the categories depends on the number of people waiting in each category vs the number of visas available (these visas all have an annual limit).  It didn’t always use to be the case that F1 was slower.
