Hi everyone. My husband and I are having our wedding party 6/25/2020 in the USA. I am looking for advice on how to get his father (lebanese citizen living in lebanon) to come to the wedding to surprise his son. I know the embassy is closed right now due to covid, therefore I am at a hault. Can I file now and wait for the embassy to open? How long does the process of b2 visa take?

LOL. 

 

In any case, your father in law can pay for the visa now and do the application but the interview/processing will only happen when they start processing regular visa cases - currently an unknown for most places. No one can tell you if it will happen before your scheduled date.

You can't 'file' a tourist visa application for another person.  He has to file for it himself.

They will not update wait times until the embassy/consulate  reopens. When they do you can check them here

Note that this is only wait times to get an appointment. Processing can vary widely. Normally a no-issues application takes a few days to a week. If there is AP involved it can be much longer.
