CR-1, NVC: Missing marriage certificate from the previous marriage (merged)

This is the second marriage for the both of us. Our documents are at NVC now. My wifes (beneficiary) marriage certificate is taken by the russian authorities at the time they issued divorce certificate. The marriage certificate is not reissued after divorce. I think they can issue some official statement instead. 

What should I do in this situation?

According to the supported docs section NVC requires marriage certificates for all beneficiary marriages. My fives marriage certificate for the previous marriage can't be found. The russian authorities don't issue a duplicate certificate for divorced people. I think they can produce some statement insead.  What should we do in this situation?

Divorce decrees or certificates are fine. You dont need the previous marriage certificates.

What document exactly are they asking for? For CR-1 visa, all I had to show was Russian divorce decree, they never asked for the original marriage cert from the divorce.

It is just "If you are or have been married, you must obtain original marriage certificate/s or certified copies of EVERY marriage." phrase in the NVC civil documents instruction. I just figured out that ЗАГС should take the original of the marriage certificate for archival storage during divorce process, so this should be pretty common.

Huh, that's very odd. I guess they've changed it. ZAGS did not take the original in my case, they did, however put a stamp on it that invalidates and gave it back to me.

@ViktorS can you please tell me what eventually happed with your documents?  I'm in a similar situation where my husband's first marriage certificate was taken from him when he got divorced.  Did you bring something else instead?  A Copy of it?
