I have also a question. On 02/14 I applied for DL  (Texas). on 03/03 I passed an exam and they gave me a DL BUT ONLY FOR SEVEN DAys.   Before I asked

the department  verify my lawful presence documentation through the US Department of Homeland Security’s (DHS) Systematic Alien Verification for Entitlements (SAVE) Program. I showed them my NOA-1 (Applicant for adjustment of status) but I got this DL till the end of my visa. Don't know what to do now. I visited another DMV  office and noone helped  me either. May be someone had the same situation in Dallas area,  give me  an advice pls.

i think its only valid for the duration of the I 94 if you have not received your green card or EAD card yet.TX is really stupid in how they do it, my wife couldnt even get an ID card, so we are going to go back next month and get it because she already has her green card and she will need a learners permit

You have to have legal presence in the US to get a TX license or ID card. Your I-94 shows a date for 90 day entry. When your 90 days are up, you have no document that shows how long you are allowed in the US. When you get an EAD card, it will expire in 1 year, so you can get a license that expires in one year. Your greencard will also show legal presence and will allow a TX license, but you will probably get EAD sooner than a greencard.

Not really. The federal government makes them check for legal entry to crack down on illegal immigrants.

if you have the I 94 and you have your NOA and biometrics sheet from the same day, thats valid and legal entry.

Sorry I didn’t explain well. The NOA and biometrics do not show an “end” date for how long one is legally admitted to the US, so the TX license can expire on the same date. The only document a K1 gets showing length of stay is an I-94. Their visa is over the day they enter and can’t be renewed. Then it’s waiting until approval of EAD before there is another document that gives a date showing length of authorized stay.
K1s have similar issues with bank accounts, working, SSNs, etc because they have that period between the end of their 90 days and getting approved to remain in the US.

there is a list directly from the TX DPS site that specifically states that the NOA is a proof of lawful presence

page 3

Applicants for adjustment of status Note: These are individuals applying to become lawful permanent residents.Immigration documentation with an alien number or I-94 number This can include but is not limited to a form I-797 indicating pending I-485 or pending application for adjustment of status.

Personally, I am glad Texas is very strict in ensuring only people legally present can obtain driver licenses.  The problem I see is that, although a person has applied for adjustment of status (and the list clearly indicates it is proper for showing lawful presence), how can they predict if the AOS will be approved?

In defense of Texas, they gave my wife a full 6 year DL immediately after she arrived (CR-1).

I had to make 2 trips to DPS, myself, when I first arrived in Texas.  Although I had a valid Arkansas license, they still required me to provide my passport as evidence of my citizenship.

OP, I would carry a copy of the document @Prizm123 posted to DPS.

So today I had a battle with DMV (Terrell). 40 mins I tried to explain that I need second verification!!They didn't want to do it. Then the lady called her supervisor because she didnt know what to do with me))). I showed a list directly from the TX DPS site that specifically states that the NOA  is a proof of lawful presence but the supervisor said it doesn't mean anything, that I just printed it from internet))). I insisted on putting  me to the SAVE system to verify my presence.

Then I had to file the form again, had my pic and fingerprint. She put me to the SAVE system and told me to wait!!!!!!!!!!! When I asked to wait what and how long she answered: "A letter i guess". The question is: does anyone have the number  for the dps verification center? or i really need to wait a letter. Who knows ...DMV is so sure it won't work for me but so many people got their DL in TX having AOS pending.

she is clueless

most people and employees in the dps centers are. and if its not valid, it needs to be removed, because as of now it shows just how stupid they are for having it on there but not accepting it.

we had just as terrible of an ordeal as you did.
