Is a Marriage certificate from previous marriage needed?  Or just the divorce certificate?

I was told if you changed your name in a previous marriage, then you would need your previous marriage certificate as a way to document name change. I was also told it was not necessary. To avoid an RFE, I am supplying my previous marriage certificate.

It depends.  If you are a woman born Smith and then married Jones, and divorced Jones, unless your divorce decree mentions the name Smith, there's no way to know Mary Smith and Mary Jones are the same person, and you submit the marriage certificate to track the name changes.  If no name change or both names are on divorce decree, just the decree is needed.

I'm the USC, my hubby is the applicant. We thought only our divorce documents were needed, and we did pass through I-130 with that (for each of us). But now at the NVC/CEAC stage, it asked him for a copy of his previous marriage certificate as well. Luckily he had a scanned copy, or we would have had to have waited a lot longer to submit the DS-260 documents. He's also ordered a certified copy to bring to the interview, just in case. (Heck, since we're being super careful, I made sure I had a certified copy of my past marriage certificate as well. It hasn't been asked for yet, but I'll have it if it's needed!)

Since he had it and you submitted it, no problem.  My best guess is you misinterpreted the need for the past marriage certificate.  Maybe, missed or misinterpreted "if applicable" etc.  No worries.
