60 days of responding [to RFE] in the RFE form - what id it actually about

"If you have not heard from USCIS within 60 days of responding" - what USCIS should actually do in these 60 days?

I've sent a response and it was received 11/18/2019 - heard nothing from USCIS since then. I've called the customer support and surprise, surprise - our case in VSC not in Potomac as I thought. So it can be till October 2020 before it will be considered outside the normal processing times. So should they make a decision within 60 days from receiving the response, or acknowledge receiving the response somehow?

I responded on my RFE in  May 2019 and still nothing....... so I hear ya

None applies to them, what they mean is if they don’t make decision by that time you can inquire about it. That’s uscis.

The 60 days is a goal, not a requirement.

It's been 105 days since they receive our RFE. When I called USCIS I was told to create Service request because of the 60 days rule which I did in a month I received email saying they are working on it and will let me know when they are done. There is nothing we can do except waiting.

Is it for  IR1/CR1 Spouse Visa ?
