Need help about B2 visa refusal after having lost prior issued but unused visa.

They aren't asking for the backstory. It just asks why it was refused - lack of ties.

Its not about being negative. But the answer you wrote goes on a tangent that is not relative to the question

 

Edit: Answer the questions VERY DIRECTLY. When you start writing more than necessary you open yourself up to more questions being asked and more chances to screw up. Also if you are trying to help your friend may I (politely) suggest you find someone with stronger english skills. Statements like this "I NEVER USED IT AND VISITED THE USA "  are contradictory and maybe hurt your friend

It's just so they see that she has been granted a visa before and she hasn't used it. for me, it shows that she doesn't have an intend to overstay in the USA ...she even says she wants to go to Canada and come back to brazil from canada

Maybe for you because you don't have access to her files/records. The CO is going to know all this already

Whether she used it or  not is irrelevant in the CO determining whether she should get  one now.

Maybe they think that single at 31 is a higher risk of trying to overstay than at 21?

 

Also laws and policies change over time. They are not static

Somebody who has had a visa is more likely I think it is fair to say to get another one, but each application is assessed on its merits, no doubt things have changed.

 

Still confused why she does not get a Canadian visa.

because she wants to go to New York....as far as I know, New York isn't in Canada

Well that seems unlikely, she also wants to go to Canada so take a win where you can get it. And also helps a future visit possibility to NY.

Canada will be privy to her being refused a US visa just recently.   The two countries share immigration/border info openly.

 

There is a possibility that Canada may refuse her as well, due to the recent denial---a higher chance when CO becomes aware of her plans to cross over to the US while vacationing.  

Thank people in the past who used Canada as a stepping stone after a US denial to get into the USA for that possibility.

so she is pretty much doomed for both the US and Canada! Wow....I'm pretty speechless right now.

Doomed maybe a little bit harsh. If she can afford the $160 then she can go ahead an apply and find out for sure. We can only speculate what might happen. But if she's that set on visiting New York and Canada she might as well give it a shot
