If a child has disability (cerebral  palsy) and have an interview, will they be given a US Visa or they will be denied?

You will have to overcome the issue of child being a public charge for medical and other care needs.

  That your family has any extra cost that will incur because of his condition covered without applying for means tested benefits.

Yes. Public charge is a fundamental issue for immigrant visas and is the reason that family based applicants require an affidavit of support from their sponsors. While in most cases the minimum income guidelines are acceptable, there have been some cases involving medical issues where a higher income has been required, however the ones we have seen reported have usually been for older relatives with chronic health issues.  My admittedly limited understanding of cerebral palsy leads me to understand that this should generally not be a major problem from a public charge perspective.
