Is any entry point in the USA a "Port of Entry" (PoE)?

My best option to enter in the USA, after my CR1 approval, is flying to Toronto/Canada and then cross the border in Niagara Falls by car or bus (my spouse will be with me). Are they a PoE? If not, where can I find the PoE list to plan my trip?

Any manned border crossing is a POE

With US Customs and Border Protection (US CBP) at Pearson Airport, travellers to the US are able to clear US customs and immigration 

Does not apply to OP since his CR-1 spouse is not boarding a flight to the US.

Your CR-1 spouse can not take advantage of preclearance in Toronto since he/she is not flying to the US.  Preclearance is only for those air passengers flying to the US.
