No, but it would be defamation if they were not a bank robber. Defamation is not protected by the first amendment by the way.

Wasn't it made clear that in this case it was a known bank robber?  However, in the case of this law, if you call a known illegal alien an "illegal alien" you can be punished if someone thinks it was done in a demeaning way.  I am certain someone will determine it is demeaning.

These are political crimes and need political judges to try them.

Here is the actual case law. It says you can't harass someone based on perceived or actual immigration status. I ask again, why harass someone in the first place? Don't call them anything. Call ICE. Problem solved. No risk to you.

As far as the law itself, NY has an extremely large and diverse legal immigrant community. I'm mot surprised to see a law like this pass. If people were not using immigration status (including perceived immigration status) and language in a discriminatory manner, including attempts at extortion, they wouldn't have got to this point.

So where is harassment defined in this policy?

As long as someone does not determine it to be demeaning, or harassment right?  Who are the PC Police?

Why don't you call the NYC HR commission and find out? The contact number is included on the page I linked. You obviously have a question. There's only one way to get an actual answer, and it would probably take less time than it has taken you to post about it on here.

Except you know that will not achieve an answer to his question.

There are plenty of Graduates trained in the way of Social Justice with otherwise limited work opportunities who will be qualified to asses this.

You are the one defending this, I am interested in your interpretation.
