Yes, pretty normal now. For us, almost two months from NOA2 to getting our case number.

30 days from USCIS to NVC and another 2 weeks to case assignment then depends where you fall in the shipping cycle to the embassy. At best your looking at 8 weeks to case ready at your embassy.  YMMV.

The current VJ average is 26 days from NOA2 to NVC received, and 52 days total from NOA2 to Ready at embassy/consulate. The first number isn't all that reliable because the date the NVC gets your petition never shows up on any official document. Just figure on 6 to 9 weeks from NOA2 to embassy/consulate.
