Technically the requirement is for one meeting , however your other evidence will need to be strong to allow the CO to accept that it is a bonafide relationship. 

How did you meet ? 

How long have you known each other? 

Did  you get engaged on the visit ? 

How have you been communicating and developing your relationship ?

If If the trip is a financial burden then how are you planning on showing that you are fully capable of sponsoring your fiance? Also yeah you pass the requirements but the Visa can easily be refused based on insufficient proof of bonafide relationship and then you'll have no choice but to travel there and spend more time face to face. Especially with embassy like that one, more visits is probably the better.

Is it possible? Sure. But it would not be advisable with such a difficult embassy. I would not suggest starting out from behind.

 

It also depends on any other red flags you may have.

The experienced VJ members are correct. US Embassy in Islamabad is one of the difficult embassy to get any type of visa.

 

Visit is just one of the factor among several other factors. Some of us were able to get the k-1 visa with just one visit and others didn't get it with multiple visits. Every case is unique and all depend on your own circumstances.
