How many weeks before case number assigned? USCIS website says 3 weeks?

The Travel.state.gove website states that after approval of the i-130 a case number should be assigned within 3 weeks. It says to call and get one if not received within that timeline. I am seeing post of people saying it took 8 weeks. So I am looking for the average and realistic amount of time expected. I hasn't been 3 weeks in a while. Expect 6-8 weeks. If it comes earlier, well, it's a pleasant surprise.

Agree with the above.

In my case, it took them over 6 weeks. So I had to call them up and request for supervisor review. Three days after that they assigned the case number.

My approval just passed 4 weeks and nvc still hasn't even received my case.

I can't believe in this day and age they still send petitions between two Govt agencies via paper mail. Why can't they just have electronic transmission.
