Hello my parents they have a green card but it is expired since June 2018 and they been out of USA for more than 3 years

can they apply for form I90 to renew

and if not what should I do thanks

i90 is for renewal if they've maintained residence in the US.  Unless they have/had a reentry permit, their GC appears abandoned.

Sorry unless they can get a SB-1 I don't see how they can re-enter the US.

What country is this?  How did they get their green cards and what is your status?

Yup sounds like the permanent residency was abandoned long before the cards expired. SB1 if they can prove unforeseen reasons prevented them coming back for so long. Quite tough to get, and long, if you are a citizen it might just be easier to sponsor them again.

My dad use to work at the American embassy in Egypt

I'm guessing there is no one in the family to sponsor him then?  That is too bad.

I can sponsor him

Then file I-130s for him and your mother.   Expect it to take a year or so.
