The whole purpose of the green card is that the person intends to make the USA their permanent residence.

 

It's not a glorified tourist visa...hence, green cards/permanent residence status can and has been revoked before when it is determined that it is not being used properly.

 

Assuming you have read something somewhere about "touchdown visits to the US to keep your green card"? ---- don't believe everything you read.

Assuming you're asking about your step daughter.. she interviews in Moscow for a green card, and if approved, her tourist visa will be cancelled and a new single-entry immigrant visa will be issued. She enters the US on that new visa and becomes a US permanent resident.
