*sigh* I do not know where I am losing you. Is it the term colloquial that is confusing you? If you file with a USCIS international Office, you are filing with USCIS. Yes, it's faster, and yes, it is abroad but you are filing with USCIS overseas and not with the Department of State.

So are you suggesting that all of the definitions of DCF on VJ that refer to USCIS field office filing be stripped of the colloqiual "DCF" title that everyone on VJ uses and that DCF timelines filed at USCIS abroad be calculated in with the regular Chicago lockbox timelines, even though the data is staggeringly different (my I-130 was approved in 8 days as opposed to the 1+ year for Chicago lockbox filers)? Or that we just need to come up with a whole different category called "USCIS field offices abroad" and have all the timelines go under that category?

I do not go by VJ guides or classifications or Wiki. I always get my info straight from the horse's mouth, as I do not need VJ to masticate for me what USCIS and the DOS say. 

Read the memo until you fully understand it. Draw a diagram if you need to. It all starts with the basic premise that USCIS and the DOS are NOT THE SAME AGENCY.

Well, by equating Filing with a USCIS International Office to Direct Consular Filing, you are saying they are the same agency. Again, the memo clearly explains it all. Read the memo until you fully understand it. Draw a diagram if you need to.

I am not the one who equated it from the start, VisaJourney did. If you have suggestions for the website to clarify this issue you can post in the "Site-Related Discussion" subforum. https://www.visajourney.com/forums/forum/14-site-related-discussion-updates-ideas-etc/

 

The majority of VJ users will refer to DCF as both cases (USCIS field offices and the exceptional circumstances via DOS) because that's how it is defined on VJ and how the overwhelming majority of users here use it. Obviously the reality of the terminology as defined by USCIS or the Dept of State differs from what is used here, as you have stated. But the issue doesn't stem from anyone's individual confusion, it stems from the fact that this is how VisaJourney defines DCF, which differs from official definitions as you have shown.

I will take your word for it. While I have never read any of the guides, I do recognize why people find value in VJ guides. USCIS forms and instructions are poorly written with an excessive use of passive voice and poorly formated, as well. VJ guides make it easier for folks to navigate all immigration related processes. Kuddos for that!

Feel free to forward the information to the right person to clarify the issue. Doing so goes beyond my purpose on this forum. I check in every now and then to look at timelines of those under the Minneapolis Field Office jurisdiction, and on occasion I chime in. 🙂
