I am seeing that the applicant must apply in person to a TAC or CCA.  The only way to get an ITIN without showing up in person is to mail the passport with the W7 and tax return to the IRS.  I'm worried because I have a trip planned in April (on the 15th) so I was hoping to return her passport then.  We just received NOA2 so I believe her interview would be shortly (in immigration terms) after I return the passport.  My choices are limited but I may need to send off my taxes tonight with a self addressed, stamped envelope for the passport return.

How have others dealt with this?

Another option, although not ideal, is to file now then amend later.

I thought about that too.  The difference with adding her is about $7000.  I could sure use that before they arrive!  I could buy beds and get the place ready for the three of them.  I think it will work out if I mail the return tonight.  I am concerned if there will be another government shutdown though.  They have a lot to deal with in just 3 weeks and having the IRS not work can really slow down getting the passport returned.  I think I will try to catch them early!  LOL

When I sent in my husbands I sent in a self address overnight envelope, and a letter asking them to process as soon as possible as my husband was not in the country and would need his passport back for his immigration interview.

they sent it back very quick I also got a tracking number so I could track the one coming back.

Great idea!  How did you send an overnight envelope with the return?  Prepaid Fedex?

I used USPS and asked to have a tracking number, I addressed the return envelope, actually I think it might have been priority mail still only takes 2 days.

the post office placed all the stamps on the outside for me, I just needed to write the address for return, I wrong it in both the senders spot and the to spot, got a receipt for both packages so I could track its movement.

it took about a week and a half to get it back and 2 more weeks for the itin letter to come, and another week and the return was completed all in all about a month.

I did not have my husband passport. He filled out the W7 and a copy of the ID page of his passport.  We had it approved by a certified acceptance agent who filled out a certificate of authenticity.  I submitted the COA, the W7, the copy of his passport and our joint return.

We got the number in 3 weeks and the refund 3 weeks after that. Super simple.

When I talked to the CAA and TAC, they both said the applicant must appear in person to sign the forms.  I said I have her passport but she is in the Philippines.  The CAA told me to use a CAA in the Philippines...that went no where as I have her Passport.

I am thinking of sending her the W7, have her sign it, scan it and send it back to me.  I'm not sure if that is good because they also said I can get her to fill out a power of attorney but she is in the Philippines.  It felt like we never really connected with that conversation at all.
