The Embassy is in Ottawa. There are many Consulates throughout Canada, however only the one in Montreal holds immigrant visa interviews.

I recall this being brought up previously. While it is not explicitly stated that domicile is required for the I-864W, the general consensus, IIRC, is that domicile would still be needed as a matter of practicality before accepting it. It was a while back so I'm not sure if I can find the thread, though.

When you say “Was looking forward to moving failry soon” you do know that it will take quite some time for the visa to come through?

Interesting; Since OP is going to sign the I-864W, my line of thinking was otherwise.

<sigh> I admit I got the impression that the entry visa would come almost immediately after the interview. But you say that's not so?

I see this and wonder whether it's too late to do this, since I did the online visa application DS-260

Yes, but it takes time to get to the interview. 

It takes about a year for a USC to petition a parent.

I got everything done except to send the package of documents. Did DS 260. I was told the interview could be within 30 days of getting the documents in. 

Just figuring out the best way to present the case to get the interview.
