Hello guys, hope all is well!

Me and my wife we have summit the petition on November 20th, 2017 and we haven't received any response.
She is a Permanent Resident and she is living on Minnesota so our case went to the California Service Center.
Can any one give me an idea on how long is going to take at least to received the approval case or which cases are they currently working?

LPR are taking at least a good 2 years for completion, as you will have to wait for the visa to be available.

What type of paperwork did you file?  If she is an LPR, was it an i751, removal of conditions?  If it was, then you should have at least received a NOA1 and bio appt.  Do you have confirmation that they cashed your check?  I would start by calling to confirm they received your package.

Hello Nova, She did file the I-130 form and we received the receipt that stated our case was received however, she is a permanent resident not a US. Citizen. The case has the same status since 304 days ago is that because she is not a US citizen?

As noted, a petition by an LPR for a spouse has about a 2 year wait for the PD to become current. The number of visas issued in this category (F2A) is limited per year by law, so you have to wait your turn.

Even if the I-130 were approved today, the approved petition would just sit at NVC until the PD is current. No way around this, even with an expedite.

Yes - Permanent residents are kept in a separate category that have a lesser priority than US citizens. Their petitions take longer as there is also limited visas. The current time for the office can be found below. Cases from November 7th 2016 and more recent are being processed. Overall, it's a good idea to anticipate a wait of 1.5-2 years overall. Basically, one year from now.

The Visa Bulletin can be used to estimate when visa for F2A is available 

Depending on service centers, some people with green card can get their I-130 petitions approved early (similar timing as USCs do). However, they will still need to have a long wait at NVC.
