I haven't filed my 2017 taxes because my accountant told me since I work and live in Turkey and make less than the poverty line I wouldn't need to file for 2017. I now to to submit a document for why I didn't file my 2017 taxes. What should I include in that file? Do I need to file my 2017 tax return?

If you were planning to file Married Filing Separately and your gross income is at least $4050, then you must file the tax return. If you were planning to file Married filing jointly, then you must file the tax return if your gross income is at least $20800. 

 

If you income was less than that, you can just write a statement on why you aren’t required to file a tax return.

If your income was above the filing threshold then you MUST file.  The IRS may not care but USCIS and the Dept. of State care that you tell the truth on your affidavit of support.  You cannot indicate a number from a tax return that doesn't exist.  The only alternative is to sign under penalty of perjury that your income was below the filing threshold.  If it wasn't, file the tax return.  Just do it.
