If the visa she has is for entry into the USA, it is currently valid, and the intent of her trip corresponds with the type of visa that she has, then she's good to go. She just needs to buy a ticket and visit.

Edit: If you currently have a K1 petition out there for her, she may anticipate some scrutiny when reaching the point of entry and the CBP may want further evidence that her trip to the USA is truly temporary.

If I understand you correctly, no. She can’t use a visa for Japan to visit the US. She needs to get a US visa unless she is from a visa waiver program country and can get an ESTA approved. Where is she from?

She is a Phillipno resident in Hong Kong as a domestic helper

Sounds like she needs to apply for a B2 visa to visit the US.

Like the rest. A citizen of the Philippines, with a Philippines passport, regardless of which country they try to fly from must have the appropriate US visa in their passport or they can not enter the US.

Your gf needs to file for a B2 tourist visa and get approved for a tourist visa. She is a Philippine passport holder and thus needs a B2 tourist visa.

Your girlfriend does not have a Phillipno Visa.  She's a citizen, so she has a Philippines passport.  You've got to learn the difference between the two.

A Japanese visa is issued by the Japanese Government to allow her to visit Japan.  It has nothing to do with the US.

Your GF can buy airline tickets whenever she wants.  The airlines don't ask about visas.  It's the buyer's responsibility to obtain the appropriate visas.  In order to board and fly, the buyer must have the appropriate visas at that time.  So, being able to buy airline tickets has nothing to do with whether a person can visit the US.  Many have made the mistake of ignoring the US Government's advice not to buy non-refundable tickets without a visa in hand.  Many are stuck without US visas and non-refundable tickets that they can not use.

Your GF will definately need a US visitor visa to come to the US.  Not so easy for a Filipina.
