Technically no. As long as you have met within the last two years... you have.. and are both free and legally able to marry, you qualify.

That being said, the I129f petiton stage at USCIS shouldnt be an issue. its possibly when you got the embassy level for interview. The Dominican Republic isnt the hardest embassy but it isnt the easiest either so they may question such a short relationship but you would have an extra 7 or 8 months most likely to build the relationship, plus maybe an extra visit or two.

08/15/2014 : Met Online

06/30/2016 : I-129F Packet Sent

11/08/2016 : Interview - APPROVED!

11/23/2016 : POE - Dallas, Texas

From sending of I-129F petiton to POE - 146 days.

02/03/2017 - Married

02/24/2017 - AOS packet sent

06/01/2017 - EAD/AP Combo Card Received in mail

12/06/2017 - I-485 Approved

12/14/2017 - Green Card Received in mail - No Interview

Thats good, always be prepared and informed. Something you see a lot of on here is people not understanding the process.

Also check out the Domincan Republic forum for more specifics into how the process works and peoples experiences.

If you feel like it's not too soon for a K-1 visa, then pursue it, if you both are 100% sure to get married this year and her leaving her home behind.

As Ben already advised, make another trip or two to build your relationship up more. Marriage it's just something. After K-1, it takes another aprox. 1 year to gain residency. Another $1225 after entering on the K-1 visa, and ~4 months until she receives her work authorization or is allowed to leave and re-enter the country if she wants to leave. There are a whole lot of restrictions and costs for a K-1 holder.

I'd suggest to fully read into this whole process, and the costs. But also, if you both (mostly her) will be able to be dependent for a while.

01/13/2016: I-129F filed  07/15/2016: K-1 visa in hand

04/16/2019: Filed ROC  11/17/2020: Approved. (10 yr GC)

In the fiance letter of intent in the "address of filing location" do I put the ucsis address of my ucsis office that is nearby me or the Dallas ucsis lockbox? In her letter I put the same address? In the green underline she puts address of us embassy in her country and I put this address? I included a sample.

Lockbox.

theres no uscis office that it will go to, as all I-129f goes to California. However it is not assigned till then so lockbox is enough.

the green one says before it “when submitting for interview”

So that will be needed when you’re writing one for the interview.

The cover letter is outdated, apparently. The guide is current.

When in doubt, check the I-129F instructions. This defines what is required more than any guide.
