Fill out the DS-160 and schedule the interview. Then hope for the best. The only way to know is to try.

Possibly. It depends on your ties to Dubai (as they can't really establish your ties to your home country easily). But applying in an embassy other than where you currently live is probably more likely to result in a refusal (what ties do you have to return there since you don't even live there now?).

Absolutely not true. There are countries that do not have embassies located there and must travel to another country for their interviews and there are individuals such as OP who lives and work in a country other than his homeland. Those individuals that I know of have not gotten denials. OP needs to show ties to his current country of residency.

No one on this site can predict the possibility of approval or denial. We can only make suggestions that OP be prepared and provide examples of what we mean.  I think that is what the OP asked for, advice.

Take your titles or deeds to car and land with you even if you do interview outside home country. You are showing ties that you will return. You could also take along property tax receipts for the land if you have those. Also take employment letter.

Just apply and ensure you have proof. No one here can predict the outcome.

there is nothing you can do to ensure your visa will be approved

applying in pak doesn't help your case anymore than Dubai-- you already left your Pakistani assets to live in the UAE so not a compelling tie

I'm not sure how what you've mentioned conflicts with what I've stated. Applying from Dubai and showing his ties to Dubai would be optimal (as that embassy can best gauge his current ties). Can one interview elsewhere? Absolutely. But they aren't best suited to understand the applicant's situation and current ties.

The wording from the embassies themselves (emphasis in bold):

"Applicants are generally advised to apply in their country of nationality or residence. Although visa applicants may apply at any U.S. consular office abroad, it may be more difficult for applicants to qualify for a visa outside of their country of residence."

"Applicants are generally advised to apply in their country of nationality or residence. Any person who is legally present in Pakistan may apply for a visa in Pakistan. However, applicants should decide where to apply based on more than just convenience or delay in getting an appointment in their home district. One thing to consider, for example, is in which consular district the applicant can demonstrate the strongest ties."

And of course there are exceptions for those who do not have an open embassy or consulate in their own country. The embassy/consulate assigned to their area is equally responsible for those individuals, and who can best understand the applicant's ties home.

Your chances of getting US Visitor visa are close to none. You are better off spending money on a good bottle of whiskey or finding a decent gentlemen's club to have a good evening!

Couple of your posts on another thread come close to trolling; pakistan vs india is it?

Indeed. Said poster’s comments, given his username, could be seen as defiling a sport more generally associated with gentlemanly conduct.

OK. If you don't have affinity then you don't. This is a free democratic country unlike others!
