By October of that year he was already divorced from the wife referred to in the interview for the tourist visa in March 2016.

 

By May 2017 he was married to you but he claims he didn't know anyone (not even you) in the USA in March 2016 so they want to know how and when you met. Presumably it was after March 2016? 

 

Basically what they are suggesting is he divorced his wife to marry you just to get into the USA. They suspect the marriage is purely for immigration benefit. You have to demonstrate otherwise. 

 

Did you list his children on the I-130? It sounds like they are also questioning his claim of having 2 children in March 2016.  

 for the tourist visa he made a hotel reservation on booking for a single person for May 15 2016, because he had a few days off. During this time my husband was just a mutual friend and we were both part of the same group member of Moroccan community in Facebook, in which he had asked me a question concerning his refusal visa, that was the reason that caused us to start talking, than I added him in my account to discuss the matter, then we developed a friendship but I never met him in person. Our first meeting face to face was in France on May 18 2016, we liked each other and  we decided to meet again the second time in Morocco and to travel together to Barcalone on July 22 2016 and spend together the vacations.

After this vacations, he decided to separate from his ex and start the divorce process in order to see him without problem in Morocco (because it is against the Moroccan law to make a relationship with a woman if he still married with his ex. then i started coming a lot to Morocco for see each other (August, Octobrer, November, december) we liked each other a lot, than it became love

I live in the USA and I have made 12 trips to see him, and when a I go to visit him in Morocco, I live with him. and we have our house down there

I'm kind of curious if you received your citizenship through a marriage to someone else?  You don't write like a native English speaker.

 

In any case, you are going to have to explain this a lot better to USCIS and the CO than you are doing here.  It is still very confusing.

I'm beginning to think the OP has known her husband longer than is claimed. It seems the relationship moved very quickly considering her husband was married and had two children when they met. And already they have a house together in Morocco. I've seen some quick movers on here but this must be a record. 

Timeline in brief:

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Did you include all that with your petition? 

 

You also needed to send an evolution of relationship letter that included accurate timelines and how the relationship progressed.

 

An RFE at the USCIS stage inorder to prove that your relationship is bonafide is not a good sign.

 

It seems very strange that you started a relationship with someone just because he was denied a visa.

They are referring to your husband's previous tourist visa application, when he was still married.  Did you know him then?  Otherwise, they want as much explanation and evidence the relationship is bona fide, as you can provide.  If you knew him in March of 2016?  If so, they may be angling that he misrepresented his intentions on the previous visa application.

 

To be clear, you filed a petition (not an application) which has not been approved. USCIS is questioning the timeline and possible inconsistencies in your husband's story.  Please also mention the country, your age difference and which of you is older.

Facts are cheap...knowing how to use them is precious...
