However it is clearly a home-grown, local raised radial islamic terrorist. Immigration controls won't fix it.

Being affiliated with ISIS doesn't mean that the person was a "foreigner". He may have been associated with them, recruited by them, brainwashed by them. But he was British. People may not want to accept that, but it is the truth.

I don't think we know yet if others that may have helped get the materials, or build the device, or convince this guy to do the act are also homegrown.  Although, I agree this guy was born in the U.K., unless it is proven he was a lone wolf, there are still remedies that may help in the future.

ISIS is going to take credit for everything so much as a sneeze. According to US sources we have found no evidence that this individual was a part of a plot or cell currently. If a lone wolf decides to jump on the ISIS train, they're going to take credit for it. It's just what they do. Because they are attention whores that thrive on murder and mayhem. And even if we did, it wouldn't help much, because we're dealing with an ideology, and with access to the internet, anyone can get radicalized, and get a degree in terrorism. Even technology is not new.

 

To draw a parallel, Kaczynsky, McVeigh, and others didn't have access to the internet as we do today, and their acts of terror were no less egregious.

I agree - I think the best solution is to try to find ways in which to integate kids with foreign parents so that they do not become lone wolves who become radicalized. There is a large immigrant population in Britain, who, like it or not, were born in the UK. Therefore it's probably in everyone's best interest to try to make this population more included in society rather than siphoned off into some sort of ghetto...

except that there is not many many millions of radical Christians spread all over the world that want to convert me or kill, no matter how hard you try to paint that parallel

Most of my culturally Muslim friends have barely talked about religion to me at all... 

have you met a Muslim who has wanted you to convert to kill? Not sure what groups of people you're coming into contact with.
