I don't understand what help/advice that you need. If you are in the US then no need to send photos, your picture will be captured when you do your biometrics, if you are outside the US then send the photos

This was a recent change that they made last December. There is no longer any need to send photos if you are in the US, but I'm sure it won't hurt your application if you send them.

Back in May, it was still required to send photos. However, this recently changed and it is no longer a requirement. Here is one link that explains the change

Just to add to the discussion, the change happened recently, it benefits USCIS as if you go to do your biometrics, its a digital photo which is transmitted right into their systems so removing one less step. if you want to send your photos that's on you, I applied for my N400 in November and didn't send the photos and my case is now in line for interview. Its totally not necessary if you send the photos and they probably just through them away so its not like if you don't send photos its going to get rejected as long as you are in the US.

The VJ N-400 guide should be changed to reflect this.

Well - we have to submit photos.  I just had an interview and they said they need the passport photos. Like you, I was puzzled and I followed the direction VERY clear.  Only applied to those who are overseas.  Was told that there was an error on 2016 application forms - so everyone is required to provide passport photos. Fortunately, I was able to do the interview then drop off passport photos later in the week.

Yes -- I have read several other cases here on VJ where people did not send or bring photos to the interview, and they were required to get photos ASAP and drop them off / send them in. So, to be on the safe side, it does seem to be a good idea either to send them anyway or to bring them to the interview, just in case you are asked for them.
