Wierd RFE from USCIS - Bona Fide Father/Daughter Relationship

This is for a friend of ours that just recently filed a petition for her parents. They received an RFE and it stated that they need proof of a Bona Fide Father/Child Relationship because there is a discrepancy on the marriage date listed on the Marriage Contract and my friends Birth Certificate. The date on the marriage contract was their civil wedding, and the date on my friend's birth certificate was the church wedding. Both letters are from the year 1980, and she was born in 1984. We find this very weird.. What is USCIS implying? Any thoughts?

09/11/2010 - Sent N400 Application (with fee waiver request) to Phoenix, AZ

They probably want a DNA test or earlier records, that he is your friend's father.

She also should've made sure the translation was proper for USCIS to understand that those were dates for different types of wedding ceremonies if I got you correctly. Incomplete translations could really cause problems.

I think that only matters if you were born after your parent's marriage? no? She was born 4 years after the wedding.. that's why we were wondering..

Doesn't matter what the dates are (post-marriage birth, etc). The discrepancy is enough to make them think that this person is not her real father. It is fairly common that people try to petition for other people that are not really their relatives using falsified documents.

Oh man.. I was on a hurry when I was typing this.. sorry for the confusion. LOL. So, the marriage contract that was sent with the application was her parent's "civil wedding" which is basically the official marriage.. however, when she was born in 1984, the wedding date that they put on her birth certificate was their "church wedding". Both weddings occurred in 1980.. I believe it was two months apart..

Date on the Marriage Contract: February 1980 (official marriage certificate)

Marriage date on my friend's official birth certificate was: April 1980 (church wedding)

She was born in 1984

I hope I'm clear. lol

Oh I see. So I think that's what they suspect then.. I thought the bona fide relationship requirement is only if you were born out of wedlock, because that's what they are requiring her to do..

No.

They can ask for proof of siblings in any situation. Married or not.

Advise your friend to be prepared to provide proof. DNA, birth cert., etc.
