I want to apply for my citizenship in march 2017 but I'm eligle to file september 2017

Why would USCIS let you file for US citizenship BEFORE you are eligible to do so? Before you are eligible means you are NOT ELIGIBLE to apply for citizenship.

Filing even 1 day early is getting your submission back at best and a denial at your interview at worst.

something must have been wrong because that is not the norm, that is an exception

the average is 3 to 6 months depending on where you live

mine was 6 months because I couldn't go to the oath ceremony the same month I had the exam, it would have been 5 months

, but there are people who have had their oath ceremony by 3 months. my stepbrother had his oath ceremony in Texas in 3 months from filing

you can find out what's the norm in your city

2 years is way too long, some have had to wait longer than 6 months but never that long,

Your application will be refused and returned to you if you try to file before you're eligible.

If you managed to slip through the cracks and somehow USCIS accepted it for processing, you'd just be denied at the interview instead.

Timeline

As far as I know only 319(b)s can apply for naturalization before their eligibility starts. Unless you fall under 319(b) category you will need to wait. Google "uscis 319(b)" to learn what requirements are.

I just recently filed to remove my conditions and they were very sticky on the 90 days then as well saying that I couldn't apply no earlier than 90 days.

So I think it will be the same with naturalization as well.

02/04/17: NOTICE DATE for Fingerprints (Biometrics) appointment.

02/06/17: I-797C (NOA) received by regular mail (USPS)

02/07/17: Fingerprints (Biometrics) appointment letter was sent to me by USCIS via regular mail(USPS)

02/09/17: Fingerprints (Biometrics) appointment letter was delivered to me.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
