Work asking for state ID or government issued #???

They may not bring him onboard completely until they have his SSN. You usually will not get your SSN the same day you apply, just a letter saying you applied. It can take anywhere from a couple of weeks to a month or more to get your SSN card depending on how much checking they're doing.

SSN is usually used for background checks, which is the first part of the hiring process once you have the "yeah we'd like to hire you pending a background check."

With that said, no he should not use the number on his card as his SSN.

You said he has been using those numbers as his SSN, what else has he been doing that requires a SSN? Anything he's done so far with those numbers he needs to correct once he has his SSN from the social security office.

At the minimum, try to get him a state ID if he doesn't need a Drivers license for some reason.

What if the numbers he used already belong to someone as their "SSN number"?

Also they might think he stole someone else SSN. That's the worst case scenario there.

Why is it stressful? Everyone needs an SSN to work. It's pretty simple, really. Just get one. That's it.

Don't use numbers that aren't SSN and try to pass it off as an SSN. How did that seem like a good idea?

Get the SSN. Tell the employer that there was confusion and give them the real SSN. Done.

People are seeking help here to do things right. Calm down on the attitude. She is stressed because they have use the wrong digits as SSN. She is obviously on the right track to fix their issues and she is receptive to all help so far. So please be kind. Thanks
