For someone that has a valid tourist visa on their passport, is there a special process they must go through to obtain an F1 visa? The prospective student is currently not in the US, but their passport has a valid tourist visa.

September 2007: Met online via social networking site (MySpace); began exchanging messages.
March 26, 2009: We become a couple!
September 10, 2009: Arrived for first meeting in-person!
June 17, 2010: Arrived for second in-person meeting and start of travel together to other areas of China!
June 21, 2010: Engaged!!!
September 1, 2010: Switched course from K1 to CR-1
December 8, 2010: Wedding date set; it will be on February 18, 2011!
February 9, 2011: Depart for China
February 11, 2011: Registered for marriage in Wuhan, officially married!!!
February 18, 2011: Wedding ceremony in Shiyan!!!
April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

No, not for a change a status. An interview for student visa would be required and such an interview would not take place until an applicant had a completed I-20.

Nothing special about the process.. apply for a new F1 visa in home country.

Would this be for change of status? This applies even if the prospective student is not in the US?

No.. follow F1 procedures in their home country. Apply + Supporting documents + Interview.

He would apply for it just like he would if he did not have a valid B visa. He probably doesn't care about it but he should know that they will cancel his b-visa if he is approved of the student visa. Doesn't really matter but it can be good to know so he's not surprised by that when it happens.

They do not necessarily cancel your b-visa. I have an F1 and a B visa. I applied for F1 and was given 5 years. My 10 year B visa is still valid and wasn't cancelled. Guess it depends on the immigration officer.

4/16/2014​ - Married LPR; in relationship for 12yrs
12/30/​2014 - Applied for F2A visa on I-130 (Vermont)
12/31/2014 - P​D
1/5/2015 - NOA1 received
8/27/2015 - Case transferred to California
9/22/2015 - Petition approved (NOA2) Case send to NVC
10/22/2015 - Filed AOS application at Chicago Lockbox.
10/27/2015 - Case received by NVC
11/2/2015 - Received welcome letter.<p>
11/4/2015 - Received receipt notice for I-485 and EAD via text and email
12/07/15 - inquiry on status of biometric
12/21/15 - response via mail that case in pre-processing stage
12/28/15 - inquiry on status of EAD
12/29/15 - response via mail; in suspension until bio is done. Also received bio appointment for 01/12/16.

01/12/16- bio appointment successful

01/12/16-received rfe via mail for joint sponsor and proof of imm. status
