How to deal with an EXTREMELY stubborn spouse?

I do not see how it is a cultural issue.

But marriage or any relationship means compromise in matters great and small, and communicating effectively as much as possible. eh - if it's a decision about money and he's not there , i say just do it, stop asking his opinion about it - he doesn't understand usa money matters anyway. same thing if'n its about YOUR educational stuff in the USA - stop asking him about it, he doesn't have any base to give an informed opinion.

if'n he was face to face, i'd say bake a batch of Brownelles (chocolate brownies made with chocolate exlax bits) and give him several a day across a week. but that's just me.

I do note some cultural stuff, but suggest you blow it off and not address it at all,

as

his physical presence is an issue at the moment, and if'n he was actually there, I feel he'd 'forbid' you to do 'the thing'.

So for now, just do it, and not tell him anything about it.
