Not the case here.

From what I've read so far there is no cause for him to meet the hardship waiver as YOU can visit him and he CAN fly.

It's extremely unlikely they would approve your case if you haven't met each other in person. If he can't visit you for whatever reason, but those finances towards you visiting him. My fiance's constantly on call and has to be ready to go to work if the need be, so him coming to see me is hard, so he always just paid for my visits instead. I understand that can be expensive especially since there is a longer distance between you, but really do try and arrange something to prove your relationship is genuine to the USCIS

She's a single Filipina. Highly unlikely to get a Tourist Visa to US. Not quite the same situation as the Northern border ;P

My wife if Filipino, and I spent two years in that country.

99.9% of no tourist visa to USA.

Same number on getting a waiver to not meet one of the two things that must be done to be eligible for K-1 (met face to face within 2 yr. period)

Is there any way he could travel to California, stay a day, fly to Hawaii stay a day. Then to Philippines when he is able, costly yes, but I see no other way.

From Atlanta, Ga, it is 26-28 hour trip, going through Seoul, S. Korea, to get to Cebu, Phils.

He could research flights and see what will be the shortest way for him to fly there

Cruises stop at a port only a dew hrs IF a cruise happens to go there.

Cargo ships at times accommodate those cant fly for reasons but limit

this practice from 4-6 passengers at a time because they lack many guests

rooms and many amenities cruises offer....why get marry tough if money

is lacking and illness debilitating, never met & so far apart...everyone

needs love & a life regardless but it may have to be with someone closer

They can meet any country somewhere near in US which allows Filipinos to go on for tourist visa. Myasthenia is not the seriously fatal if treated well and maintained with propers maintainance drugs. You can try the waiver but I highly doubt that they will consider it.

Besides never ever rely to others people support specially you haven't met. Maybe he can support you for now but what if something had happened? You'll be really in a bad situation.

If he can support you then he can buy you a travel ticket somewhere you can meet in person that won't trigger his disease. Good Luck!

It always makes me curious when people post numbers like this. Can you clarify please? Are you saying that 99.9% our tourist visas are denied in the Philippines?

Actually the percentage for 2014 was 24.6%. http://travel.state.gov/content/dam/visas/Statistics/Non-Immigrant-Statistics/RefusalRates/FY14.pdf

Are you also saying that 99.9% of waivers for the meeting requirement are denied? Where does this statistic come from?

OP, there is a provision for waiver based on hardship or long established custom. You would likely need to seek the advice of an experienced immigration attorney to answer your question. Good luck.
