Today I received my first NOA (I-797C) for the I-129F that I submitted (I am the petitioner). The NOA is notice of "receipt," and states the following: "The I-129F, Petition for Alien Fiance(e) has been received by our office for the following beneficiaries and is in process".

In the bottom left corner of the I-797C is the Texas Service Center address. Is this is service center which will be services the I-129F? I only ask because I was of the understanding that I-129F petitions were serviced regionally corresponding to the petitioners physical residence. If this is in dead true, it would make sense that my I-129F be serviced by Vermont because I am living in Virginia.

So I am confused... is the Texas Service Center servicing my petition or are they just responding because I submitted the I-129F to the Dallas Lockbox?

Any help/input on this matter would be greatly appreciated. Thanks in advance.

Regards,

T-Mo

Yeah it's at Texas and it I think I've read on here a bunch where they no longer do the fiancé visas at Vermont I THINK so that's why they sent you to Texas . There is no rhyme to it you'll end up wherever you end up usually and sadly .

Hi there,

Petitions for K1 are only being handled by California or Texas. Since you are from Virginia, you will be processed unfortunately by Texas. The Lockbox is not the same thing as a service center. Think of it like a distribution hub. Everyone's petition goes there, and then it is sent off to the appropriate service center handling the case.

Thanks to the quick reply (to you both)... you say "will be processed unfortunately by Texas". Why unfortunately Texas? Is it because they are are slower than California?

Not even close to accurate. There most definitely is a pattern.

That is correct. California cases can be processed anywhere from a couple of weeks to a month. At Texas? Well, you can expect a 7+ month wait to receive your approval notice. This could theoretically change over time, to shorter or even longer, or there could even be an eventual transfer as happened to some cases last year. We simply don't know because they won't give us answers as to the backlog or correct it. Plan for the long haul, and be happy if approval comes sooner.

Texas is 'officially' processing August 2014 now.

Cody and Daisy... Thanks for the link, good stuff. I understood the dropbox mechanism but I didn't understand the TSC aspect of it, as I was still under the impression that the petition would go to Vermont. So TSC it is...

Now after doing a little more research I have learned that the CSC is noticeably quicker than TSC with I-129Fs. Anyone have any insight to why this is the case? Definitely seems like a bumb deal that solely based on your residence will determin your wait time time on the NOA2. Thoughts/ explinations?

Regards and thanks in advance,

*** Thread moved from K-1 Process forum to the USCIS Service Centers forum -- query involves comparative processing-times. ***

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

There is no explanation as to why the two centers differ. It was not always like this historically, but currently this is the predicament we're facing. The USCIS will not under any circumstances give any answers. If anything it is typically denials. They have not only lied to elected representatives in the matter (accusing those here of providing false information as to when they got approved), but continue to see nothing amiss. When it's a government case of not being able to confirm or deny -- at the USCIS the motto is deny, deny, deny.

They can't even amusingly acknowledge that it's based on the state of residence.

Beware of those who say they've been "transferred" to California. Some people think because they sent the petition to Texas and were assigned to California that they were transferred when in fact they weren't transferred. The petition was just sent off to the California Service Center because the CSC handles petitions from their location. EVERYONE who ends up at the California Service Center sent their petition to the Texas lock box, not to be confused with the Texas Service Center. Check out some timelines from people who were processed at the TSC so you can get a feel for the process. Mine is below, best of luck!

The total amount of days from the date I mailed in our K1 Visa application to the day my fiancé stepped foot into the USA:

1 year, 3 months and 8 days.

The amount of days from the date we mailed in our AOS to the date everything was approved (after 3 RFEs):

7 months & 5 days

Which makes our journey a total of:

2 years, 3 months, and 8 days

Same thing happen to us. I live in Virginia and it was sent to the TSC months ago. Still showing an online status of Case Recieived and that hasn't changed since they got the petition on 10/17/2014.

Hang in there!
