Yeah, I was confused too... and it was concerning for a bit because she seemed sure that my wife needed the green card. She had to go into a back room a couple of times, and we waited with no updates for a good part of those 30 minutes so it was a bit stressful especially since we were more focused on my step-son's processing with the judicial consent and visa. When she came back, she confirmed we were good to go but also mentioned that she was told that anytime someone shows up with only the visa stamp, she has to go through the same process of "checking".

They should stick to checking boarding passes. The 551 stamp is as good as any green card and pretty common but STILL, what is it too her? You should have already gone through customs at that point.

They get scuck with flying you back in the next flight if you are not allowed to enter into the US, that means loss revenue. They are not deciding if you are legal or not, only that that there is a basis for you to enter in a country that requires a visa given your nationality
