Can I email the DS3032 from here (US) I'm the petitioner and I will be my mother's agent (she is in Peru), and she has no clue on how to sent emails and doesn't understand English, will they notice is the email is coming from US or has to be from an IP address in Peru?

Since she is the one that is designating you her registered agent, it is her the one that should be mailing it either via email or regular mail.

She has to be the one signing the form, and then the form can be mailed or e-mailed by her. Why won't you fill out the form ( everything but the signature) and then e-mail it to a friend or relative who could help out your mom? They will need to sign it, scan and attach to e-mail and then send this email to NVCInquiry@state.gov with the case number, petitioner and applicant birth dates and names. Hope this helps!

So she still has to sign the form, scan it and put it as a pdf file and email it to the NVC , is this correct?. I though that it was just a letter.

This was discussed a few months. Below is the link to that thread. Sending the Form DS-3032 by email is perfectly fine.

In another thread (which I can't find), they signed/print/scan/email to NVC & it worked.

The IP address does not matter. The email address is what matters.

Create an email address for your mother and make sure she knows it. Use the template here on VJ and send it off on her behalf. If you use the template it does not have to be signed.

I petitioned for mymother late last year and she does not know compute either,

I emailed on her behalf using MY email address and it was accepted. I scanned a copy of the DS 3032 signed by her to NVC days later just in case and that too got accepted.

Thank you, I sent the eamil 3 days ago and I'm still waiting for the approve. I just got the confirmation later, and in the NVC electronic proccess I submit also the DS261, and the status is complete, but I guess that doesn't mean that they agree for me to be her agent. I just have to wait.. and wait lol
