Im filling out the i-130 and question 22 got me stumped, we live in NY, do we put.that? Or the office we are.going to file at?

City: New York, State: NY... I think you are filing for your children... and you are a green card holder.. are they in a legal status here in the U.S.?

Then - since they are not legal in the USA>. you WILL need to fill out the RIGHT-SIDE of question #22... with the US Embassy/Consulate in/near their City /Country

There is no immediate visa number available for family members of PR's and there is no forgiveness of overstay. IF your son isn't legal and has incurred a potential ban then he will have to serve the ban before being issued a visa as a son of a green card holder. How old is your son ?

This will not be over quickly. You will not enjoy this.

File for F2A (unmarried child under 21 of Lawful Permanent Resident), 2-3 YEARS waiting time.

My understanding is no, there may be a way around by getting AP, leaving and then being paroled in. Not something to consider without good legal advice, the Lawyers I have seen comment seem to waiting for somebody else's client to try it first!

No, deferred action doesn't make a person in status. Your son needs to be a) in status or b) wait outside the US.
