The problem :

Every time the person renewed his Driver's License and applied for a new state ID, colleges/universities that he attended, every job he held in the U.S.A using his own SSN and a valid state Driver's License, credit card applications, bank accounts and apartment rental applications, he has always put it an an U.S Citizen on there. Would this jeopardize his chances in the future with his applications for Green Card and/or U.S Citizenship?

Any advice? What can this person do moving forward?

Even on a college application?

yes

EVERYTHING means everything even a college application. You cannot claim to be a US citizen when you are not. They have access to check everything and they will find that the person has claimed many times to be a US citizen.

Any official form that can be produced as evidence of him falsely claiming US citizenship. Why on earth would he say he is a US citizen? And, based on your first post, this person did not just claim citizenship in a college application form - but pretty much every form he ever had to fill in this country. Not good.

If he puts as a GC holder then they should show the card and if you put Visa then you have to show proper papers.

There isn't any other option. Is this person suppose to starve to death and not work?

Unless he had a gun to his head or knife to his throat while filling (all of) those out, I don't think anything else qualifies as a "desperate situation."

He obviously did it to gain some benefit only afforded to US citizens...

Umm, how about live where you can legally work without lying?

If the situation was so desperate then why were they applying for Credit Cards?

So if he lived prior to age 16 in the USA and still was on Overstay then what happens? Both parents had to be US Citizen when the child lived in USA before 16 also?

INA 216(a)(6)©(ii):

(ii) FALSELY CLAIMING CITIZENSHIP-

(I) IN GENERAL- Any alien who falsely represents, or has falsely represented, himself or herself to be a citizen of the United States for any purpose or benefit under this Act (including section 274A ) or any other Federal or State law is inadmissible.

There is a narrow exception for someone who lived in the US prior to age 16, and both parents were US citizens, and the alien reasonably believed they were also a citizen.

The ban associated with a violation of this section of the law is not limited, nor is any waiver possible. Someone found to have violated this section is inadmissible forever. If your friend is ever caught then he will be deported, and he will never be permitted to return to the US. Of all of the immigration violations someone could commit, this definitely ranks among the most egregious.
