an interesting twist, as we expect HR5618 to be passed by the senate within as little as 5 days and signed into law within the next week...the unemployed not yet at 99 weeks will get continued benefits, but unemployed sex offenders with record of offense against minors will not...HR 5618 will restore benefits so that unemployed may receive up to 99 weeks in states with unemployment rates higher than 8.5%, but will need to be renewed again in late november to remain in effect thereafter (of interest, as the expected shift in power that will be caused by the november elections will force republicans to publicly decide if the unemployed are as important as defense spending pork barrels). it has been this way since the 1950's. times of high unemployment yield federal funds until the rate falls below 6-7% (depending on state). with many states over 9%, and some in double digits, factoring in those with exausted benefits still unemployed, we are looking at 16-20% for a national average. not since the great depression has the unemployment rate been this high, and for so long.

West Virginia Gov. Joe Manchin got clearance from the state attorney general that a special election to replace the late Sen. Robert Byrd can be held in November, reports the New York Times.

Manchin had said he wanted to know whether an election could take place this year or would have to wait until 2012 before he announced the appointment to take over Byrd's seat.

Manchin is expected to appoint an interim senator who will hold the seat until the November election within days.

Manchin is being urged by Democrats to make the appointment quickly because they need the vote of an additional senator to advance legislation on extending federal unemployment benefits and financial reform. The Senate returns to Washington on Monday.

Once the West Virginia senator is appointed, Senate Majority Leader Harry Reid has said he will take another vote on a standalone bill extending eligibility for federal unemployment benefits through November to those who have been out of work longer than 26 weeks.

Rep. Jim McDermott (WA-7) introduced HR 5618 "Restoration of Emergency Unemployment Compensation Act of 2010" a necessary bill, with a disastrous provision built into it. The bill was co-sponsored by Rep. Sander M. Levin (MI-12).

Within the bill is the following:

(h) Procedures- Any State with an agreement under this Act shall implement reasonable procedures to--

`(2) ensure that benefits under this Act are not provided to any individual convicted of a sex offense against a minor (as such terms are defined in section 111 of the Sex Offender Registration and Notification Act (42 U.S.C. 16911)); and ...

So if a guy who touched little kids can't find work, can't get paid unemployment... are we expecting him to become a better member of society now or are we actually encouraging him to mess up again and go back to jail? Oh wait, I forgot, people in jail makes money for other people.

Do they realize how many people get on that list for the wrong reasons....

statutory rape in many states will also be on that same list, even if the guy was 17 and the girl was 16, etc... or whatever the legal age is and under. It's a stigmata that's stuck with you forever in some states...

A kid I grew up with mooned some people while he was in college and got arrested. Hard to believe, but that adolescent prank got him listed as a sex offender in the state of Texas. For those that don't know what mooning is...it is when a passenger drops his drawers and sticks his azz out the car window in view of other people. Stupid kid stuff, but apparently the state of Texas doesn't think it is so funny.

I really hate how they must have used the SO wont get any as a plus to get the bill passed.

Less than 3.5% SO that have regitered whether against a minor or adult do not repeat offend yet as a populace continue to beat them down so there is nothing left for them except to huddle under a bridge to survive. (mediforically speaking of course...wait they are living under a bridge in Miami)

Here is another one - so a SO who is busting his butt to work gets layed off thru no fault of his own and continues to beat doors down to get another job can not get the now unemployment benefits we have offered everyone else including the lazy SOB out of college who wont work because it isnt enough money or the job is beneath him.

Or the guy that been selling drugs for ten years been in and out of jail has the unemployment benefits atleast until he is sentenced again

or the guy that lost his job because he cant drive with out the license he lost after his 5th DUI gets the benefits

Wow they really thought that through.

Hmm there is a lawsuit in this one.
