    Filing an I 130 is to obtain residency so the very opposite of having residency.

    If she wants to or needs to work then you chose the wrong route. You have to marry before you can file anything and then it will be 8 months? before she is work/volunteer authorised.

    You can file an I 130 to obtain an Ir5 so they can immigrate. If they then decide not to stay and surrender their GC, file an I 407, it seems to help with any subsequent B application.
