    nothing the OP has said disputes the notice and proves the case 
    she can move to his country or spend quality time with him and reapply (but will need to address these issues with a new petition

    Would like to see what they see as staged.  I don't trust them at all. We recieved a NOIR for absolutely no reason at all.  But despite their effort to tear us apart, my husband is a US citizen and Oct 16th will be our 12 year anniversary. 
      I am aware this couples chanenges are difficult.  I hope they can get records of their call logs.  Some are available depending on what your using. The pictures are difficult to prove if they are staged or not.

    Does consulate then believe they didn't really stay with family for 3 days? Or family doesn't support the relationship? 
    It is so sad... 
    @Jrmorad... it seems like your USC spouse has some decisions to make... when was the last time they visited you? Will they be able to visit again soon? 
    International relationships are so expensive and putting all the pressure on USC to do all the traveling is so unfair.

    What exactly are staged photos though and why are they wrong? 
    Quite a few people I know will do photo shoots every year and send out cards for Christmas or the end of the year… is that staged?

    You really think that will work?  I don't.  
     
    In light of this document, if all of that takes place before the 30 day deadline, it will see just as "clearly staged" as the photos.
     
    I don't think I've ever seen a consulate declare in such resolute language that they believe the case to be a fraud.

    was there a marriage cerebration the day after signing the document of marriage?
    did USC enclose any photos of her with Egyptian family ?
    u decided to marry before meeting in person so  did u do the marriage on her first trip to Cairo?
    how many times did u and spouse meet after the marraige?
    how much time spent together in all?
    the USC needs to respond to this NOIR with actual proof to each issue
     
    the one issue of staged photos will be the hardest to overcome
     
    seeing the CO did not declare a bona fida marriage,  it may be best to spend more quality time together to show real relationship
    and refile the I 130 along with a letter addressing these issues
     
    you also need to start commingling finances to help make a stronger case'
    get a POA from the Egyptian and add him to tax returns following IRS site for nonresident alien spouse

    after getting the ITIN add him to bank account (he can not have a debit card till arrives in US),  add him to a utility bill,  each of u make a will in favor of the spouse

    Seems pretty clear the reference is to the the I 134, now if I was your Divorce Lawyer I would wish to brief the Judge on both, the I 134 is not enforceable citing chapter and verse and the I 864 was never completed.

    Yes, but I did the 864. We have another hearing next month. So I'm debating if I bring a immigration lawwer for the hearing, I probably will so he can explain my case properly.

    So a K1 and you completed an I 134.
     
    The Divorce Judge is not likely to know that it is unenforceable so it is up to your Lawyer to educate him, her whatever.

    I go to court next month for another hearing in my divorce. The judge said the following:
    Defendant, who is from the Dominican Republic, alleged that, pursuant to the paperwork the parties had completed to sponsor Defendant’s entry into the United States, Plaintiff was financially obligated to support her while she resided in the United States.
    What does that mean? She never aquired a green card and is out of status right now. How do I explain to the judge I'm not her sponsoer anymore? The 485 has been denied. She has no basis for being here anymore. I realize she an re-apply for wavier and try to self petition.

    A marriage based AOS is a jointly filed petition, so if you married your K-1 petitioner, and they are unwilling to go through with the adjustment of status, you cannot adjust through them and must leave the US before accruing unlawful presence.

    No, a USC spouse cannot withdraw the I-485 because it’s not their petition, it’s the immigrant’s petition.
     
    However, a USC can withdraw the I-864 affidavit of support and if that happens before the interview/approval, then the I-485 will be toast (=denied). And no, you can’t prevent a USC from withdrawing I-864 if they so wish.

    I agree with @Redro, more together time is about the only thing you can do.  How many times have you met before and after marriage?  Is there a large age difference?  Is there a religious difference?  Those are some of the things I would be asking if I were a fraud officer or a CO.  
     
    Also, the CO may have made a mistake with the I864, but the record reflects they are requesting a joint sponsor.  You may want to get updated financial information from your wife showing that she is maintaining her income.

    There is more to this story.  Consulate Officers don't normally refer cases to the fraud division simply because they doubt the relationship.  There is something else going on.  What could be in your background or the USC's background to initiate a fraud investigation?   I suggest your wife hire the very best immigration attorney as possible....

    That did not completely answer the question as to why your wife was not able to take a few days to come to Nigeria while she was in Sierra Leone since you were not able to get the time off work.  I agree with @SalishSea, involving the fraud office is fairly rare, so no one knows how long it may take.  I am curious about the request for a joint sponsor, so your wife has a job that sends her to Sierra Leone, but it does not meet the I864P requirements?  I would focus on the request for a joint sponsor from the consulate.

    He said they are booked for August since it is 7/27 already, so he said he is adding my name to the September list. He gave me paperwork with the address of the place it will be held in and everything and told me to look for a letter in the mail within the next 30 days with the actual date and time. My online status has changed to "Oath ceremony will be scheduled".

    Five year rule, provided you did nothing dodgy at any point, is a walk in the park. I had my interview five days ago and I'd gotten divorced a month prior to filing the N-400. All they wanted to talk about with that was just clarifying the date it was finalized. It really is just a performative event for the majority of people. I think I had more difficulty getting there than I did at the actual appointment.

    Good luck! 5 years should be straightforward, plus you probably fall in one of the safest buckets when it comes to suspicion of fraud! (Anecdotally, my wife and I interviewed on the same day, same ethnicity and country of origin, and she got out in 10 mins and I in 30. My IO was nice but very thorough, hers was just super nice).

    If you ever owe money to the IRS, even if you pay it off immediately (no payment plan), bring the account transcript for the current year showing you have no balance due. If you have a payment plan, bring the payment plan. Apart from that.. any moving traffic violation, bring evidence of payment just in case, and yeah ... if you're good with the questions, you should be good to go!

    @TBoneTX can tell you that his wife passed in six straight question after sweating over learning the questions - and my wife also passed in six after initially getting all the politicians' names mixed up (in practice they seem to go for the easier ones - I get 'who is the president right now' - but she was ready to answer who's the Speaker of the House and our US Rep just in case).
