USCIS will have access to all records of formal arrest or conviction. they prolly will not have indication of protective custody pursuant to medical treatment. this kind of thing is in a policeman's notebook, not NICS (National Instant Criminal Background Check System). your answer to any question you might need to answer will need to be made with an understanding of the actual meaning of the term "arrest". a formal arrest will involve booking, fingerprinting, reading your rights, etc, and will be recorded in NICS. to keep you more than 72 hours they need to formally arrest you.
USCIS will also have access to record of "involuntary commitment" which also has a specific definition, and involves a judicial order to hold you in mental health care for more than 72 hours. in some states a policeman or mental health physicial can "302" you, and hold you for up to 5 days pending a psychiatric eval.
in your case it sounds like there was no formal arrest or commitment, so you have no issue to worry about, in a legal sense.
you do have to think about the kind of people you are running with. it is quite possible that her liver damage is related to malaria. malaria is quite common in china, and results in liver scarification (chinese call it "hard liver", and relate it to too much red meat - um, yeah). i have seen cases of this in friends as young as 35.
when a person has malaria the first bloom is dramatic, and subsequent blooms less so, as the body identifies and fights subsequent blooms more efficiently. in between blooms the parasite eggs encapsulate in cysts in the liver, destroying tissue at eruption. 30-40 blooms (20 years) is enough to significantly impair a liver. like everything else negative in china, malaria is understated, but nonetheless, real.
malaria in china is usually plasmodium vivax, and usually described as limited to the southern provinces, but has been experienced in epidemic proportions in mid-country provinces such as Henan and Anhui as recently as 1995-1997. having contracted vivax in Henan myself in 2005 i am quite well studied in the issue.

Michigan's Secretary of State says that President Obama's desire that the children of illegal immigrants be given the benefits of American citizenship will not result in a Drivers License or a state ID card in Michigan.
Secretary Ruth Johnson determined these people were not "legally present" to qualify for a Michigan license.
"Our law requires 'legal presence'," spokeswoman Gisgie Gendreau told WOOD Radio Saturday morning, "and the federal government has been very clear that the DACA program does not confirm legal presence."
DACA is the Deferred Action for Childhood Arrivals policy announced recently by President Obama who said these children of illegal immigrants had no choice about entering this country. Many of them are adults now, living in America as illegal aliens.
Even though Varnum Law's website, in Grand Rapids, said immigration attorneys are challenging this, Gendreau tells WOOD Radio the White House was very specific in its definition of what constitutes "legal presence".

A woman named Donna who had been involved in several deer-car accidents called a local radio station recently to voice her complaints on the placement of deer crossing signs on local roadways. She worried that the deer were being coaxed by the signs into crossing in high traffic areas. Seriously! I didn’t know deer can read. Did you?
