av8or1 got a reaction from trublubu2 in USCIS is transferring some cases to balance workload
Well, as wbeem mentions earlier in this thread, the August transfer last year didn't do anything to help the TSC increase the speed with which it processed the I-129F petitions. It did slow down the CSC a little, but not by much. Thus the respective processing times of the two centers did come closer together, technically speaking, but only because the CSC slowed down a bit, not because the TSC sped up any. That said, it wasn't long after that point that the CSC mowed through all of the TSC transfers and were back down to their one-month-or-less processing times. The CSC did screw up with the sending of the approved petitions to the NVC however. And that really hosed some of the TSC filers whose petitions had been transferred. Upon inquiry, we were told that this was a one-time mistake. So take that for what it's worth.
Anyway, in the final analysis, the transfer was itself only a one-time affair (it was not repeated in some kind of on-going attempt to balance processing times) and therefore it did little to affect positive change over the long term. As time progressed towards the end of last year, the CSC continued to reduce the amount of time required to process the I-129F whereas the TSC continued to increase the amount of time it processed the same petition. Thus there was a clear divergence and imbalance in the comparative processing times between the two service centers. This is reflected in the VJ data. It's also important to note that the transfer last August consisted of about 3000 petitions from April/May 2014, and since last August, the TSC has only managed to process enough petitions for their official "normal processing times" window to stand currently at August 02, 2014. This means that in 7 months they have only processed approximately 3 months worth of petitions. Simply abysmally slow. And it doesn't take much in the way of math skills to arrive at the conclusion that they've been losing ground...

Yeah, day 194 here. 200 is rapidly approaching. CSC filers continue to see their NOA2 in a matter of a couple of weeks or so and the USCIS continues to deny the discrepancy. Sigh. What was that line from that Bond movie? "I would laugh if my heart was not so heavy." Yeah, that one. Lol
    Is what it is.

Ok I've become entirely too tired and annoyed with all of this criticism of the VJ data. I too am an engineer and I live in the stats world. Although the amount of data contained in the VJ space represents a small amount of the entire body of data, it cannot be so easily dismissed with a mere wave of the hand. In the stats world, you don't often use the entire data body when making an argument regarding a particular position on a subject. Rather, you sample the data, discover the trends and try to form some type of conclusion based on those numbers. So long as the sample is representative of the data as a whole, then the argument is valid. The only argument that can be made against the point I'm trying to make is that we don't know what the entire data body looks like. However, that too isn't always necessary when examining trends. Often times, trend data is used to make a reasonable hypothesis about what the entire data body looks like.
But I digress, I don't want to get off into theorems and such, I'd be here all day. This is just a one-and-done post to say "back off of the VJ data criticism" ... his has validity and is supported by commentary in the many posts in the respective threads that report on experiences by real-life folk who have filed petitions in the respective service centers.
So no, your comments don't ease my mind, because I don't agree with you, but thanks for the attempt anyway. I won't sit back and relax and just accept the suppository that the USCIS is handing us, at least not without a fight.
    But I digress again.
Flame away, I won't be reading the replies, as this subject is just too much of a pain point for me.

Ok so more news from the rumormill:
KD called and spoke with a tier 1 rep today who she said was both helpful and friendly. She was told that the USCIS has hired a bunch of new folk to work in the NVC, though it wasn't known when they'd be out of training. That's good though, if true that would help our petitions get to their respective embassies a little quicker. So that's thing 1.
Thing 2 is that the USCIS has supposedly decided that a trend exists WRT the I-129F and therefore a problem exists. Furthermore, they are attempting to correct the issue. Finally, the tier 1 rep acknowledged that the wait in the TSC is a full 7 months or more on average. That's thing 2.
The 3rd and last thing she was told is that the as-of date is utter BS. Apparently the USCIS has be told this in the past, but they continue to use it. Essentially the message here is that they're actually working on whatever petitions as of the "currently processing date" at the time that the date was published. But we knew all of this already, so I don't consider it new news.
Anyway FWIW. Thanks KD for making the call and submitting the report.
A few are starting to trickle in, yes. And yes, this is the TSC only, as the title of the thread says. Lol
    Good luck with your journey.
