i'm a bit worried about this. my wife has zero crimes anywhere so that was never an issue but she doesn't work, and we travel quite a lot outside the USA although we will meet the rules for less than 18 months in 3 years out of the US.
we just started volunteering for habitat for humanity but realistically i doubt we'll do many hours. we do help our elderly neighbour with house repairs for free, maybe she would be willing to write a letter to confirm that.
i wonder what else we could do? we bought a fixer up house and have been restoring it over the last couple of years, we don't get paid for that but it is a kind of job and we pay more property tax as a result of the upgrades.
i wonder if these things will be enough? i guess no one knows yet since the new rules haven't kicked in.

There are more eligible "Qualifying Employment Abroad" types other than military for 319(b).
As long as you have made sure that you fall under one of the eligible employment types your spouse can technically apply for his N400 as soon as he has his GC. I'm not sure what kinda document you could obtain from your organisation to show that a) your husband will be joining you abroad and will return to the US with you immediately after conclusion of your project and that b) you have at least a year worth of work left in Albania. For mil filings you would typically include a DD Form 1278 signed by a commander so perhaps that can give you an indication of what you would need from your organisation.
Most people applying under 319(b) tend to have their interview/oath at the Fairfax office as they see the most 319(b) applications come through, but you can technically request any FO within the US. Keep in mind your spouse will need to travel back to the US for both interview and oath. Oath might not be same-day. He will need a US passport to depart the country so will likely need an emergency passport appointment if this is supposed to only be a quick trip.

I believe it depends where you apply. Was under the impression card payments are only for applying at a Passport Agency directly (vs. a Passport Acceptance Facility like a post office etc.)

You are looking for the "Europe/Middle East/Africa/Canada" option in the State dropdown.
For reference, these are the correct options for all APO/FPOs in case anyone else comes across this thread:
AA - "Americas excluding Canada"
AE - "Europe/Middle East/Africa/Canada"
AP - "Pacific"

It seems for a lot of CR1 or AOS filings there happen to be big batch updates from what I've seen, but there's very little chat about 751 APIs. Mine updated to FTA0 on 1/13/25, almost a whole year after filing 🫠

Are you referring to "Eintragung im Eheregister"? If so, my suggestion would be to contact the Standesamt at your last place of residence in Germany as they are the ones who have to process your petition. There's a general list of documents and the form needed on the AA website, BUT you know what bureaucracy is like at home so the local office might want something specific in addition to those. Ask them to confirm which documents they need translated and if any of them need to be notarised/apostilled too whilst you're at it.
Fwiw I never got our marriage acknowledged at home and it doesn't change anything as long as your current marriage cert is accepted as a proper document (which it should if you got married in the US). You also don't need to acknowledge your marriage to officially change your name, those are two separate procedures.
