No. I didn’t need a waiver. 
I checked “YES” and I explained the reason of my overstaying.
 
But even in the interview they didn’t ask me nothing about that.
 
It’s just better to tell the truth. Because if you lie and they find out, they will dent your visa and perhaps be banned from entering in the USA.

It went very good.
They didn't ask me nothing about the overstay even though I mentioned it on DS260. Nor they asked me about my marriage.
Literally I felt like I went there just to drop off the documents.
But my visa is pending because my medical results haven't come out yet. 
My passport stayed at the embassy and the visa will be issued as soon as they received my medicals.
Keep calm, everything is going to be alright.

Yes most of the questions were about my overstayed lol took more than an hour because the consul seems like had to ask the other consuls regarding about my situation as I was just looking at them by the window praying it will be positive result. He had to hold me many times to check something in and out of his cubicle 🤷🏻‍♀️ But then my heart started to beat again when he finally said my passport will deliver with the visa in 2-3wks. ❤️😍 and upon checking my ceac status says issued, 3 hrs after my interview!

I started overstaying in August 2016, and I left on September 2018.
Before I left, I got married in November 2017, but we didn't file any papers.
Marriage by itself doesn't make you legal. You have to file the paperwork to USCIS in order to be legal, which we didn't do.
My overstaying lasted about 2 years.

Start here to make sure you are submitting the proper document.   Also to be helpful it you indicated what country was involved here.

No.  The issues I recall are usually due to incorrect issuing authority, illegibility, or short form birth certificates.

She wasn't a USC at the time of your overstay, she was only a LPR.  So you did the right thing by leaving the country and doing consular processing.  I hope it eventually works out for you so that the two of you can be together again.  Good luck!

There is a waiver, unclear if you need one, most Students do not.

Students are usually admitted DS so you may or may not have accumulated an overstay and subject to a bar.
 
Lying will just add a misrepresentation ban.

If you lie, they will determine you lied, and deny the visa.
 
I believe you are subject to a ten year bar, and so you should get an immigration attorney.
 
Spouses of US citizens who adjust status within the USA are often excused. But you aren't in the USA.

I went to the USA as student (F1 Visa) but I didn't keep a good GPA so they terminated my I20. I overstayed for 2 years.
During my overstaying I got married with my girlfriend who was only a Green Card holder.
I left USA on my own in Set. 2018, without any trouble with the justice.
My wife is now a US Citizen and she applied for I-130 for me and it got approved by USCIS.
But on NVC, filling the DS260 form, there is a question about overstaying that I have to answer YES or NO.
If I tell them that I've had overstayed, will impact their decision of giving me a visa?
Aren't the spouses of US Citizen exempt from overstay sanctions?
