It makes zero sense to protect Canada by refusing to allow canadians to immigrate the US. In fact by doing that they are increasing the number of Americans who can travel here based on exemptions.
There are other consulates doing interviews so its obviously not to protect the states. Just because people are emotional doesn't mean they aren't rational. There is no valid reason for montreal to be closed compared to some other consulates that are open.

AIT(US Embassy) is the only place that was closed. Nothing else was affected.

You need to move COs and support staff (along with their families, possibly). Find room for them. Transfer cases. Coordinate with NVC and applicants. And it would be a zero sum process since it's just moving staff from one area to another...less cases could be handled at Montreal as a result.
To actually handle more cases, they need more immigrant visa unit staff and support resources. You can't just reassign a bunch of NIV COs and staff already at Vancouver...they are not qualified to adjudicate immigrant visa cases. There are vastly different requirements between most NIVs and most IVs. They don't typically assess the validity of marriages (both legally and in terms of bona fides), PCCs (and what qualifies as a CIMT or not), medical results, etc.

Here is the link I read last week. As far as I can tell this is when Canada started to allow diplomats and their families back in but I could be wrong.
It's even possible they would have been denied entry if flying because the article says Canada reopened TRVs.
Yes, I wish they would start providing some kind of information also. I'm tired of losing sleep over not knowing anything.

UPDATE: After multiple emails to the Embassy over the past few months, the consular chief responded back to my lawyer and pinpointed the issue. The interview was fine, no issue with the proof of our relationship, however they said they were still waiting to receive our DS-5535 form which we submitted it 2 days after the interview. When we emailed, we received an automatic reply email so I know that the email did go through. This means that nothing has been done for nearly 8 months due to waiting on a "missing" document that was actually in their possession.
I'm thrilled to have received some news but livid that, despite reaching out numerous times, we received the same generic "your case is still in admin processing" response without mention of the "missing" document. 😫

Article 2.1.b. only states that married people who are not in a 'legal separation' are not allowed to be in a Pareja de hecho.
Legal separation, also known as judicial separation, is a legal process by which married people can formalise a separation while remaining legally married.
I do notice you seem to be using mostly secondary, English sources, rather than the law & governmental sources itself. They appear to be simplifications that don't quite address the legal nuances.
Within Spain, a Pareja de Hecho is very similar to international civil partnerships. However, abroad they are rarely recognised. In that sense it is similar to common law marriages and other unions of the sort.
OP can disband the Pareja de Hecho, or get married—which will automatically dissolve the union. If OP needs a document, they will have to apply to disband it. Otherwise you can get married and switch to CR1.

Wow. I am not patronizing you; I am offering advice. I wouldn’t know if you fully researched your options and was merely pointing out differences and if you had a priority one choice would be better than the other. If you search on VJ the majority of k1s are shocked/uninformed to know they can’t work for an extended period of time. Secondly, FYI, working remotely on a tourist visa is NOT legal as well. If you did that you would have violated the terms of your b1/b2. The US consulate in Montreal confirmed K1 will be resumed in August for interviews when I called IV unit.
Also, Montreal consulate immigrant unit doesn’t process student visas!

Every embassy is just doing things differently. For some reason, Montreal has chosen to only process visas that are both mission-critical and deemed urgent. The August 14 date is allegedly when the AIS scheduling system is going to open up for everyone (emphasis on allegedly).

Apparently Montreal may be doing something. Someone on Reddit posted they had a CR-1/IR-1 interview in January but had to give additional documents afterwards, delaying their visa. Then COVID hit, delaying their case even more until yesterday morning when the embassy emailed them stating:
"Although routine consular services remain suspended due to the COVID-19 pandemic, local conditions now permit renewed processing of expedited, mission-critical immigrant visa cases, including your case"
Then asked for another police report and medical exam. No word on any interviews being scheduled as of yet, however.
