After your documents are QDed, you can bring an updated I-864 and joint sponsor I-864 to the interview.  

That happened to me multiple times, I just had to wait and try again later. I don’t know why sometimes it works and other times it doesn’t! 

Did they get to the interview stage? If it was just the petition then no but if it was the visa then yes disclose it.  It wont matter anyhow. 

And when you answer with yes there should open up a box where you can explain the circumstances. So nothing to worry about that it would shed a bad light on him.

There will be a record with his name and his A number.   Better to disclose it than not.  
 
Each time my wife applied for a visa, the first time she was denied.   Immigrant Visa for Mexico, Denied.   Then approved.  Visitor Visa for Canada denied.  Then Approved.  Visitor Visa for US, Denied.  Then spousal approved.   Denials aren't major deals in and of themselves especially when they are for immigration.

We originally filed at the Texas service center, which eventually got transferred to the national benefits center, and ended up being transferred to the Potomac service center in early April.
