Yay !!!!!  Sooooo excited.  Our I-130 was approved today AND I received a case number from NVC today as well !!!!

I received a mail from NVC with the Case Number and Invoice Id Number and was able to login to CEAC and pay the AOS & IV fees. So grateful for how well this is going and hoping it continues to be this way 🙏

I am visiting my husband in Guam with ESTA, I looked and if you are under visa waiver system, you can extend it up to 30 days by law. it's legal if you sign up some papers. (google covid19 esta) 
I was going to do that as my flight back as canceled as well. But somehow my country sent a flight here to grab everyone who are stucked. so I figured there is no reason to say 'I can't leave' to  USCIS...
I bet there are tones of people in the same situation. But I decided not to risk the possibility of staying together forever than staying together for few more days. 
 

That’s what I thought. In that case, if it were me, I would get my visa ASAP. However, I think their decision has already been made for him to say. 

Might be on to something here... as odd as it sounds, i couldn't upload anything using my desktop. ( i7-4770 w/windows 8 )
 
Switched to laptop ( i3-6100 w/windows 10) and everything went flawlessly.  Even the random log off stopped.

Update: We just recieved NVC email today April 1st 2020 with case number, a day after NOA2 of 31st March 2020

So I submitted an expedite request for the third time and finally got the expedite request approved two days ago(military reasons)... let’s see how long does it take them to approve us! (TSC transfer from Nebraska, Sept. 18th ‘19)

They’re not sending out letters for IOE transfers since they’re digital cases. I sent an inquiry

My NOA1 and NOA2 both came from Texas

For what it’s worth - once you’re done waiting for USCIS to approve, getting over to NVC with an IOE is basically instant. Once they finish all of the paper apps, I’d be surprised if things didn’t speed up for everyone.

We got our NVC Case Creation Notice today after being approved on Friday! They emailed it to both of us. Going to try logging in tonight.

Approved today.  I hope nobody else has to wait 14 months.

UPDATE:
Following up on cases remaining:
13.33% in Jan.
28.70% in Feb.
33.20% in Mar.
71.40% in Apr.
89.30% in May.
71.10% in Jun.
* These are almost two weeks worth of statistics.
* These suggest that April is currently the fastest in processing, however, April, May, and June are almost all equal in processing. March has a steady-ish rate. But Jan and Feb are declining.
* Over 1200 cases were recently transferred, in May, in preparation for processing/approval.

FINALLY after 20 months and 6 days the U.S. Embassy in Singapore decided the NVC had a stick up their bums and approved us for an expedite!🥳🥳🥳  It's moving super fast now and the Embassy has already contacted us a few times in just over 24 hours. In that time our case changed to "in transit" and then to "Ready" and she has already gotten an email on instructions for scheduling her medical and interview (hopefully today in Singapore she'll get her medical scheduled for sometime very soon) so the ball is finally rolling again... Thank the Lord this NIGHTMARE!!!!! of a process is coming to an end and we will be together soon! Good luck and best of wishes to everyone dealing with this nonsense also...✌✌👍👍

My wife is an ESTA holder and we both live abroad.  Both traveled in and out of US after submitting 130 last September once so far with no issues, pre corona.
