    Per my NOA2 letter and reading some other people's advice, I wrote an email to NVC at nvcinquiry@state.gov about 5 weeks after the NOA2.  In this email I included:
    What I was inquiring about (I-130) My receipt number (in the subject line, referenced again in the body) My full name, DOB, and email address My wife's full name, DOB, and email address The date I received NOA2, and I mentioned that that letter had advised me to follow up 30 days later. NVC emailed me and my wife both back 3 days later with a case number and login credentials to their system.  I didn't fully understand that I was supposed to log in and pay fees, so I sat on that for a couple more weeks until I did that today.

    I-864 At least the most recent year's tax return (tax transcript is simplest) If they are married and file taxes jointly, an I-864A from the spouse is often requested Evidence of current income. If self-employed, the tax return shows current income. If they are a W-2 employee, then pay stubs and/or an employment letter would show current income.

    I remember reading the NVC guide on VJ and it recommended calling the NVC frequently. I only called once, a few weeks after my NOA2 was approved, and they told me was that they received my case a week before and that the process can take up to 8 weeks. It took 40 minutes of waiting to get to a representative, so I didn't bother calling back.
     
    Two weeks later, we received a email with our case number and invoice ID. Going by the Julian calendar, the case number was created the day prior to the email. In my particular case, I don't think calling impacted the process at all.

    It took our case a few weeks to get to NVC.

    In a normal case, it takes 1-3’weeks for the NVC to receive the case and another 4-5 weeks for them to input the case. You want to call NVC in about 3 weeks to verify they have received the case.

    If he can show strong ties back to Mexico then go ahead and apply. 
     
    A tourist visa applicant is assumed to have immigrant intent.   He will need to overcome the fact that he has already applied for an immigrant visa.  I am not sure how to prove non immigrant intent when immigrant intent has already been shown.
     
    You are free to spend the $160 to find out.

    The I-130, itself,  does not grant any travel or entry authorization.....However, anyone with a valid entry document (B2 visa, etc.)is allowed to apply for entry for short visits during the process.  As always, only US citizens are guaranteed entry.

    How about those “ honest “ who misuse K1 by getting into fraudulent marriage. They usually divorce after  they get a conditional Green card, file for a divorce waiver and stay . All legally , no problems. On the contrary, some people didn’t have choice but stay here with their spouses ( medical issues) - and they aren’t “ honest “ by the law. 
    I really “ love “ assumptions .So I truly hope , some circumstances ( proved with documents of course)  will be investigated and judged fairly. As I always say time will show . 
    But in general, I support this decision, was final time to something about it and I hope that will result by decreasing of unauthorized work as well .
