It says that while it is being processed. They all go through a period of processing, if they did not ask you to send anything in or ask you to fill out the DS-5535 it should not take long at all.

When you were turned around. Those notes are in the system and will be for a very long time. It is recorded that you withdrew your request to enter. That is a sign that they did not believe you were just a tourist.

DNA testing if asked is usually at the consulate level. Has she even filed a petition for him?
Is he in the US or in Canada?
She could be reading misinformation thinking it is standard when it is not.

It is usually sole custody or a letter from the other parent. It should be clear that he gives the mother permission to take (child's name DOB) to move to the US to live.
