Filed my i130 and i485 and was denied due to the credit card form (not sure why probably because it was submitted during the cost change end of May)

This isn't super important right now, but you weren't denied, your filing was rejected. This is important if the question "have you ever been denied..." comes up. USCIS is a stickler for terminology.

    What are you not understanding?

Your parent CANNOT enter the U.S using a visitor visa with the INTENT to STAY and adjust status!!! It is visa FRAUD and will result in a lifetime ban for your parent.

It's a big fat no. Your ONLY option is consular processing. Period. End of story.

I think consular processing is what OP meant with filing I-130 and then affidavit of support when the time comes.

But my main concern is how can she prove before she arrives in the US that she has a visa to enter the US?

She does not have a visa. She is a permanent resident. Two different things. If she says she has a visa at the airport, it's just going to lead to confusion.

Is there a timeframe for that after the marriage? we’re planning to get married this June, and I might go back to the Philippines on 2025. I guess we’ll have to wait a year to be together in the same country.

Just be aware that they means you won't be able to file until 2025. I would suggest meeting sooner after the wedding if at all possible. That way you can get the ball rolling.

Also, I've seen people apply for I-130 and I-485 at the same time in the States, once their parents' travel visa expires. Isn't that illegal?

It's all about intent. If someone comes to the U.S. on a visit visa intending to adjust status then it is fraud, no matter how long they wait after arriving. If someone is visiting and while they are visiting their circumstances change, and they decide to adjust, then it is not fraud. Since your mother is not currently in the country, and you are already asking about adjusting, she would fall in the first category.

One person I talked to suggested that biometrics were the only part of that which had a physical US presence requirement.

I think that person is confusing I-131 reentry permit and I-131 AP. For the reentry permit, a lot of people only stay until biometrics are done. However, that is only for people who already have a greencard who are expecting to be out of the country for a year or longer, so it is not applicable to your situation.
